Course Description

Performance auditing is an important and unique transparency and accountability tool within government. Through adhering to key auditing standards, including independence and professional judgment standards, and by using sound and innovative methodologies, performance auditors are well positioned and have an important responsibility for ensuring public monies, public services and enforcement actions are provided efficiently, effectively, and equitably.

 

This 4-day interactive course will explore both the theory and practice of executing high impact performance audits. The course will examine each phase of the performance audit process, from survey to report issuance, and will provide both foundational information and well as presenting innovative and new ideas and methods. The course will include examples of high impact performance audits and will provide real tools and takeaways to help the FSM member offices expand their impact and proficiency with performance auditing.

  • Understand the importance and opportunity for executing performance audits. 
  • Recognize and apply relevant government performance auditing standards and principals.
  •  Identify and execute different types of performance audits with diverse scopes and objectives.
  •  Discuss and assess limitations, risk appetite “risks,” and cultural considerations of performance auditing.
  •  Design and execute audit plans and innovative performance audit methodologies effective for, including the application of data analytical tools.
  •  Write compelling performance audit reports.
  •  Present and communicate performance audit reports.
  •  Interesting things about FSM members offices and peers in a relaxed and fun setting.

Who Should Attend

This course is designed for all members of the Federated States of Micronesia (FSM) national and state public auditors, including administrative staff. A key goal of the training is to facilitate group discussion and team building within the FSM group.

Kip has approximately thirty years of auditing, consulting, and training experience at the international, federal, state, local government and private sector levels. He holds a Bachelor of Arts degree from the University of Utah and a Master of Arts degree with a certificate in Public History from Arizona State University, and is a graduate from the Harvard University Kennedy School of Government’s Executives in State and Local Government executive education program and has earned a Certificate in Public Leadership from the Brookings Institute.
