Course Description
This session will provide an economic outlook on Guam from the perspective of the Guam International Airport Authority (GIAA). We will discuss pre-pandemic, current, and expected trends in passenger and cargo activity at the GIAA and how this activity could translate into additional economic activity on Guam. The speaker will also discuss basic airport finance and accounting-related topics such as airport revenue generation, bond financing, and Federal Aviation Administration requirements.
After successful completion of this course, participants will: 1. Understand the basics of airport finance and accounting-related topics; 2. Gain knowledge on Guam International Airport Authority passenger and cargo activity; 3. Get an overview of the economic impacts of COVID-19 on airport finances; 4. Understand the importance of airport financial health on the greater Guam economy.

Artemio Hernandez, known more fondly as Ricky, is currently the Deputy Executive Manager of the Guam International Airport Authority. He is also an Adjunct Instructor of Accounting and Public Administration at the University of Guam, is currently the Treasurer and Investment Committee Chairperson of the Government of Guam Retirement Fund Board of Trustees, is a Member of the Research Corporation of the University of Guam Board of Directors, and is the Public Member of the Commission on Lawyer Regulation. He is also the Co-Chairperson of the Data and Public Engagement Action Team of the Guam Green Growth Working Group. He previously was the Deputy Administrator of the Guam Economic Development Authority and prior to that, was the Director of the Guam Legislature’s Office of Finance and Budget.
