Course Description
The Office of Public Accountability will provide an overview of the procurement appeals process on Guam, as well as outline some of the common procurement deficiencies observed in the appeals process.

Jerrick J.J.G. Hernandez is an Accountability Auditor III at the Guam Office of Public Accountability (OPA), and has been with OPA since April 2009. He started as an intern and is now an Audit Supervisor, leading audit teams in conducting performance audits and monitoring and providing oversight in the issuance of financials audits. He is also the primary auditor responsible for administering procurement appeals. Mr. Hernandez is also a Certified Government Audit Professional (CGAP) and Certified Internal Control Auditor (CICA). He completed his Master of Arts in Organziational Leadership degree from Gonzaga University in May 2019.
