Course Description

The Office of Public Accountability will provide an overview of the procurement appeals process on Guam, as well as outline some of the common procurement deficiencies observed in the appeals process.

What You Will Learn

Upon successful completion of this course, participants will:

Identify fundamental procurement objectives.
Learn the common Government of Guam procurement methods.
Understand the enabling legislation for OPA procurement appeals.
Understand the appeals process and identify procurement appeal cases.

Panelists

Jerrick Hernandez, MA, CGAP, CICA

Guam

Jerrick J.J.G. Hernandez is an Accountability Auditor III at the Guam Office of Public Accountability (OPA), and has been with OPA since April 2009. He started as an intern and is now an Audit Supervisor, leading audit teams in conducting performance audits and monitoring and providing oversight in the issuance of financials audits. He is also the primary auditor responsible for administering procurement appeals. Mr. Hernandez is also a Certified Government Audit Professional (CGAP) and Certified Internal Control Auditor (CICA). He completed his Master of Arts in Organziational Leadership degree from Gonzaga University in May 2019.

Benjamin Cruz, JD

Guam

Benjamin J.F. Cruz is a retired Chief Justice of the Supreme Court of Guam and the former Speaker of the 34th Guam Legislature. Today, his abiding commitment to public service continues as Public Auditor of the Guam Office of Public Accountability. During his distinguished career spanning all three branches of government, his work has been marked with fairness, tenacity, and compassion.
