The Island Government Finance Officers' Association summer meeting took place in Portland, OR, from May 27, 2023, to June 1, 2023. The goals of the meeting were to review the current status of single audits for insular governments from FY20 to FY22, including anticipated delays and ongoing strategies to catch up and issue timely audits; discuss challenges that have arisen during the audit process and identify potential solutions to improve future audits; review insular government finance office performance measures and discuss potential modifications and reporting; discuss key issues presented at the GFOA Conference and their applicability to the U.S. affiliated insular governments; connect with GFOA's Federal Liaison Center to discuss current issues around ARPA, IRA, and IIJA; review changes to regulations and/or funding sources which may impact insular government financial operations; review forthcoming GASB standards and plan for their timely implementation; and identify key takeaways from the week for each insular government and develop follow-up activities to ensure that the insights gained from the meeting are effectively applied in each government.

Participants will gain skills through examples and practice to improve their work plans, making evaluating progress toward their mission easier. This course will be informative for administrative and program staff from organizations that are involved with grant implementation. Participants should bring copies of their grant work plans, evaluation plans, and reporting requirements.

Overcome barriers to effective office communications. Develop strategies to increase your ability to be understood by identifying your own communication style and that of others. Explore methods of interpreting verbal and nonverbal feedback and the use of appropriate repetition to clarify communications. Communicating during periods of change can create conflict; participants will examine methods to best communicate during times of transition.
This course uses lectures, discussions, and small group exercises focused on building the following competencies: leadership, supervisory skills, effective communication, developing effective vision, and innovation.

The Grants Management Overview course will provide updated information about grants and cooperative agreements, including the responsibilities of recipients and key tasks that must be completed during the project period. This course will be informative for administrative, finance, and program staff from organizations that are involved with grant implementation. It will also be relevant for new staff on existing grants who do not have extensive experience in grants management.
