Vincent Duenas began his government-auditing career in 2003 as a staff auditor with the Guam Office of Public Accountability. Through the years, he successfully climbed the OPA ranks as a Management Analyst I, Management Analyst II, and Auditor III / Audit Supervisor and became a part of OPA’s management team before moving on to the Guam Waterworks Authority as the Internal Auditor. In 2017, Vincent had the opportunity to move back to the OPA and currently serves as an Accountability Auditor III / Audit Supervisor.
As an Audit Supervisor, Vincent supervises OPA staff in all aspects of the office: performance audits, financial audit oversight, procurement appeals, administrative matters, and grant administration. Vince also oversees OPA’s information technology needs and the office’s national award-winning website, www.opaguam.org. He is one of OPA’s TeamMate champions, and was instrumental in the successful transition of the audit management software to TeamMate+ in 2022. He has also served in almost every capacity of a peer review team, from observer, team member, Peer Review Coordinator, and Peer Review Team Member.
Vincent has held several leadership positions in the Association of Government Accountants-Guam Chapter, including President, President-Elect, and Chairperson of the Programs, Awards, Communications, Website, and Newsletter committees. Under his leadership, the Guam Chapter received the National President’s Award and the coveted Chapter Platinum Award. He was also the creator of the annual Professor John M. Phillips Excellence in Government Accountability Award, an award given annually to recognize a government professional who exemplifies and promotes excellence in government, outstanding leadership, high ethical standards, and innovative management. Vincent is also active in village, school, and youth sports organizations.
Vincent holds a master’s degree in Public Administration and a bachelor’s degree in Political Science with a minor in Public Administration from the University of Guam. He was a recipient of the Pedro “Doc” Sanchez Scholarship Program. He also graduated from the Executive Leadership Development Program in 2011.
